States are to follow guidelines published by the White House before they begin to loosen restrictions. "Many states are lifting stay-at-home orders and other restrictions on social and business activity... Questions linger, however, about whether some states meet criteria set by public health experts and the federal government for doing so." https://projects.propublica.org/reopening-america/
ProPublica is updating metrics daily to show the progress in the different states. One of the most interesting tools is an animation showing how the average positive results per hundred thousand tests changes per state based on two week averages. This allows references to reopening efforts as well as major events throughout the country. They are using metrics that will help states and citizens see whether their area meets the guidelines published by the White House for easing restrictions.

Remember to keep space between
yourself and others when out and disinfect equipment before using (i.e. sports,
playgrounds, shopping carts, gas handles). If you are showing any signs
of illness, use caution and stay home. Following are some resources to help
you know what to expect in general and to get specifics by state. Keep in
mind that these recommendations may change and reopening phases may need to be
reversed if case numbers start rising too fast.
